Overall I would say that simply being blue adds more than the multiple targets potential does for the card as per the previously mentioned Force of Will, Chrome Mox etc uses
Tri-color mythic rare dragon Nicol Bolas, The Ravager, a flying 4/4 that can be resurrected, is another $25-or-so beast, and Stoneforge Mystic, a Worldwake rare who allows you to cheaply play equipment from your hand, standing at $40
Unfortunately, he doesn't have many answers to control or removal effects, and the low-cost nature of the cards in his deck makes him vulnerable to some specific strategies

Basically, we're okay with a few cards that put +1/+1 counters on creatures but we tend to avoid more complicated versions (such as 0/0 creatures that come into play with +1/+1 counters) at common, although we're more willing to do something like that if there are a number of cards dedicated to a certain theme ( Darksteel 's modular, I'm looking at you)
Creatures (15) Lands (19) Spells (26) If youre looking for a more degenerate home for Treasure Cruise, something involving Jeskai Ascendency may work since that card is so effective at filling your graveyard as you combo off, but instead Ive gone with this hyper-aggressive Izzet Prowess build which epitomises what I think of when I think of a Treasure Cruise deck: raw efficiency, hurling resources across the table, and the ability to sideboard in some cheap counterspells like Spell Pierce once you know what interaction suits the matchup best
