Based around scrying and casting high value instants and sorceries, Elminster's static ability reduces the mana cost of the next instant or sorcery you would cast by the number of cards you looked at the last time you scried
As an evasion ability, it's not the most powerful but it might be the most interesting
However, this should be viewed less as I need 30 Elves or Vampires, and more of I need 30+ of whatever my deck is trying to do . Because really, if your deck is trying to do anything in Commander as its main thing, then you need to see enough of it to work especially when your Commander asks something of you
