3 mana and 3 life for 3 cards is just a great rate, and the caveat of requiring 3 colors of mana was easy to fulfill between Battle lands and fetchlands
Where Necropotences draw is delayed putting cards from the top of the deck into exile and returning them to the hand in the end step Necrodominances cost is paid in the same step as its draw effect activates
